Police, Fire, and Recreation Minutes 10/07/14
EVENDALE COUNCIL RECREATION, FIRE AND POLICE COMMITTEE MEETING
October 7, 2014 at 6:00 p.m.

Present were Recreation Director David Nichols, Fire Chief Mike Hauck, Police Chief Niel Korte, Council members John Ranz and Jeff Albrinck, CFO Cindy Caracci, Mayor Don Apking, residents Stiney Vonderhaar, Mike Stroh and Matthew Stroh.  Council member Bill Puthoff was excused absent.  

•     Mayor Apking requested a few minutes to update the committee on several pending items related to the Cooper Creek drainage, the residential lighting, and the Reading Road repair project.  Details of the update are referenced in the Finance Committee Report.  

Visitor

•     Matthew Stroh, an Eagle Scout and Evendale resident, has been working with Chief Hauck and Firefighter Steve Hamm regarding his Eagle Scout project to prepare emergency kits for senior citizens.  Mr. Stroh provided the committee with his reasoning for the necessity of these units and his plan to solicit donations from area businesses to procure the majority of the objects to be placed in the kits.  He did request Evendale’s assistance with the radios and power lights.  Chief Hauck confirmed that these items are currently provided through the Fire Department and that within his education budget, he would be able to provide Mr. Stroh with his requested 25 units.  The committee recommended that Mr Stroh confirm support from the business community and return in November with more detail.  Overall, the committee supported the idea.
Police Department

•     Budget.  Chief Korte informed the committee that his has been consistent with the budget; however, due to the recent closure of the Lincoln Heights Police Department, Chief Korte has had to add additional man hours.  Chief Korte opined that it is in the best interest of Evendale to contribute to the collective policing efforts in the neighboring community to minimize potential impact to Evendale in the future.

•     Survey Results.  Chief Korte informed the committee that the survey results had been returned and that all responses were positive.  

•     Chief Korte further informed the committee that the Mayor’s Court Magistrate has increased pressure on delinquent fines which has resulted in much stronger payments.

•     Chief Korte informed the committee that the Communication Center rates will increase approximately 5% for the next term 
Fire
•     Chief Hauck informed counsel that the new air packs are in and the department is actively training.  Further, the new ambulance is due in mid October, subject to final inspection.

•     2001 Horton Ambulance Value.  Chief Hauck has identified a few communities that may possibly be interested in purchasing the 2001 Horton ambulance.  Research has indicated that the Fair Market Value of a unit of that age and use is somewhere between $12,000 and $20,000.  The committee authorized Chief Hauck to find a worthy municipality and authorize the sale of the unit for the lower end of the Fair Market Value range.  

•     Fire Alarm Ordinance.  Chief Hauck provided the committee with an updated power alarm ordinance.  This is due to a few area businesses that are not following proper fire protocol when a fire alarm is activated.  Failure to follow proper protocol jeopardizes the integrity of the system and can ultimately effect public safety.  

•     Sutphen Aerial Update.  Sutphen is still dragging their feet on providing answers to the root cause of the ladder failure.  The most recent communication states that Sutphen will begin to contact municipalities on or before October 22 to set up scheduling for the repairs.  Chief Hauck continues to communicate with other municipalities effected by the failure.  Further, he indicated that the unit has been placed back in service HOWEVER, the ladder is still out of commission and will not be used until properly addressed.

•     The Bungee “After Action Report”.  Chief Hauck has provided the committee with the After Action Report assessing all aspects of the department efforts in battling the blaze that started on August 22, 2014, lasting a few days.  Due to the very unique nature of the fire, especially as it applies to Evendale Fire Dept., this report will serve as a learning opportunity to further improve department operations.
Recreation
•     Recreation Director, Dave Nichols, reported that there will be an ordinance this month to replace Adam Knight, who will be adding new responsibilities as the department transitions Kim Pielage to the adult services dept.  

•     Lightning Prediction Center.  The lightning prediction system will be up and running in the next month or so, although it is anticipated that the system will be tested on a monthly basis on the first Tuesday of every month at 9:00 a.m.  That time and day of the week is subject to change and upon confirming the exact date and time, communication will be made to village residents and businesses.  

•     The Indoor Spa.  The indoor spa will be closing for the previously referenced repairs beginning October 20 and will be closed for approximately two months.  

•     Mr. Nichols informed the committee that he has sent out requests for proposals for the pool and fitness center operations.  The specifications for each are the same as the last RFP process.

A Motion by Mr. Ranz, seconded by Mr. Albrinck.  The meeting adjourned at 7:45.
